Chihuahua, Ciudad Juarez,- The new Maquilador Decree, to be enforced next March 24, eliminates certain administrative procedures for companies, and sets new obligations which, for example, limit the use of domestic supplies.

One of the amendments states: “Whenever domestic or non-temporarily imported foreign raw materials are incorporated into the products, such materials must be exported together with the temporarily imported materials”.

This provision, according to an analysis by Bryan, Gonzalez Vargas & Gonzalez Baz Consultants Firm, limits domestic supplies, because when using domestic raw materials in a product, it must be immediately exported.

Another amendment is Exhibit I TER created to rule over temporary imports of iron and steel goods for 9 months.

Also, Services Maquiladoras (Shelters) will not be authorized to import such goods whenever they are not registered as a Certified Company.

The Ministry of the Economy must publish, by March 24, 2011, a document stating the specific requirements for the temporary import of such goods.
