Ciudad Juarez, Chihuahua.- The greatest problem to attract maquiladora investment is that Mexico does not guarantee the benefits granted to these companies will be permanent, according to a study made by KPMG and representatives from maquiladora industry. Another obstacle is that benefits for this branch are scattered among several acts, and therefore providing a clear report to companies interested in manufacturing here becomes complicated, they added.
Eduardo Zepeda Grimaldo, Head of the Fiscal Committee of the National Council of Maquiladora and Export Manufacturing Industry, Consejo Nacional de la Industria Maquiladora y Manufacturera de Exportacion (CNIMME), said that among the tax problems faced by maquiladora industry the greatest reason for concern is that there are fiscal benefits that may only be offered for a year, as is the case of shelter operations.
Shelter operations –outsourcing products manufacture– receive benefits as maquiladora companies, but under the Federation’s Fiscal Code, which changes each year; therefore benefits are guaranteed to investors for one year only.
