Chihuahua leader in GDP in automotive industry
The State of Chihuahua ranks first in Mexico in contribution to GDP by the automotive. industry, which amounts to US$15.3 billion, of which the State of Chihuahua contributes with US$2.787 billion, followed by Puebla with US$2.542 and Guanajuato with US$1.860 billion, Agustin Ricardo Marroquin informed yesterday. Agustin Marroquin and Sergio Muñoz Ortiz presented Expo Manufactura 2008 to be held in Monterrey, Nuevo Leon from March 4 to 6, where businessmen will be able to get familiar the several business alternatives offered by automotive and aeronautics sectors in Mexico.

New glass containers factory in Nava, Coahuila
Guadalupe Javier Mendoza Guardiola, City Mayor of Nava, Coahuila, informed that the. construction of a plant to produce glass containers will soon start in said town, with a US$280 million investment. Interviewed in the local Congress, he said that the City Hall is granting the land use permit to build this plant, which will supply glass containers to a brewery property of Grupo Modelo, which will start operating within a few months. He said that investors have not informed him the number of direct and indirect jobs to be generated by this plant, but - it will surely be several hundred- , and will also benefit the economic development of Nava, a town located in northern Coahuila.

US$2.638 billion to be invested in industrial parks in Mexico
Mexico City, - Industrial parks developers announced they will invest. US$2.638 billion in 2008 in the purchase of reserves, facilities expansion, urbanization and construction of industrial parks in Mexico. According to Claudia Avila Conelly, General Director of Mexican Industrial Parks Association, Asociación Mexicana de Parques Industriales (AMPIP), said resources are 70% higher than the investment made last year, which amounted to US$1.5 billion.

President Felipe Calderon inaugurated General Motors plant in central Mexico
Mexico- Mexican President, Felipe Calderon, inaugurated today the factory General Motors established to manufacture automobiles transmissions in the State of Guanajuato, in central Mexico, with a US$660 million investment, which will create 1,100 direct jobs. "I want to make a recognition on the wise decision to invest in Mexico by General Motors, which from 2006 to 2008 has investment plans for almost US$3.2 billion" , Calderon pointed-out during the Plant's inauguration at Silao Municipality.

37 industrial investment plans to "land" in Ciudad Juarez
The State Minister of Industrial Development announced there are 37 firm projects for industrial. investment to arrive this year to the State, which all together will generate 10 thousand jobs, 5 thousand of which will be located in Ciudad Juarez. He said that the industries with the largest development in the State are: electronics, auto parts, home appliances and aerospace, which in addition generate high value added for being well-paid jobs, which guarantees a better living. The Minister announced that there are currently 37 projects to be carried out throughout the State, which will generate around 10 thousand jobs; half of these jobs will be in Ciudad Juarez, through 12 industrial projects.

Best Buy coming to Mexico by the end of 2008
Best Buy is planning to open between two and five new shops in Mexico in the second half of 2009. fiscal year, the US-based company, which has a 17% share of electronic products market in the USA and Canada, informed in a press release. Best Buy International's President, Bob Willett, said that the establishment of this retailer in Mexico will require large investment and is a critical part of the Company's growth strategy.

Mexican economy will keep on growing at a moderate to strong pace
Mexican economy is very likely to keep on growing at a moderate to strong pace in. the short term, The Conference Board estimated, upon disclosing economic indicators for Mexico, corresponding to December 2007. In a press release, this American private group devoted to economic analysis, announced that the anticipated index for Mexico dropped 0.2%, while the coincidental index suffered no changes last December.

New Procedure to Rate Possible Job Related Accidents

The Technical Council of the Mexican Social Security Institute ("IMSS") issued, on April 25, 2007, Official Letter ACDO-HCT-250407/197.P, whereby it modified the procedure to rate job related accidents and work illnesses.

Furthermore, on November 28, 2007, the Coordination Office for Social Communication of the IMSS, issued notice number 451, informing the new procedure to rate job related accidents and work illnesses.This document may be found at the IMSS web site. The new procedure is the following:

a. Physicians dealing with job related accidents and work illnesses in the different Medical Units of the IMSS, will fill out form ST-7 (notice for initial medical attention and rating job related accidents and work illnesses), which replaces form ST-1 (notice to rate job related accidents) and will send a copy to the employer requesting to provide additional information regarding the probable job risk.

b. If within the 72 hours following the date on which the employer received the copy of form ST-7, the employer does not provide the additional information, the IMSS will notify the employer a "written request for additional information", which will have to be turned in within the 24 hours following the notice thereof.

c. If the employer provides the additional information in the terms above mentioned, the IMSS will issue the rating of the probable job related accidents and work illnesses, taking into consideration the first notice and the information provided by the employer. In case the employer does not provide the additional information, the IMSS will only take into account the first notice and the statement of the employee, his or her beneficiaries or his or her representatives.

d. The rating of the job related accidents will be notified to the employer trough the "notification of rating of job related accidents to the employer" and will be sent to it by the corresponding Family Medical Unit.

With the implementation of this new procedure, employers will know the rating of the probable job related accident and will have more participation in the evaluation and rating of these job-related accidents.

With this new procedure, employers and employees that disagree with the rating of the probable job risk can file an appeal against this rating, within a period of 15 days as of the date of notification, reducing the risk for employers of being affected, since they will have the possibility to appeal the probable job risks rating if they consider it inapplicable, before the IMSS issues a resolution rectifying the job risk insurance premium, which would result in the payment of differences in the labor risk insurance.

Since the information provide in this bulletin is closely related to the drafting and filing of the Annual Return of the Job Risk Insurance Premium, which the employers have the obligation to file during February 2008, please do not hesitate to contact us if you need assistance in drafting and filing said return and in particular to determine the casualty rate.
