The Italian company Stevanato will invest $ 37 million
The Italian Group Stevanato started the construction. of a new plant
that will manufacture containers for the pharmaceutical industry in
Nuevo Leon, north of Mexico, where they will invest ¬ 37 million,
according to official sources.

Operations transferred from India
Tata Consultancy Services, Infosys and Wipro are companies that have. several characteristics in common: they are all from India, they are the largest in the world in Information Technologies (IT) outsourcing and they have adjusted their business models to operate in Mexico. These companies add to software and IT clusters in Mexico that have gone from 11 in 2004, to 21 at presents, established mainly in Baja California, Jalisco, Aguascalientes, State of Mexico and Nuevo Leon. Executive officers from Infosys and Wipro agree that Mexico is a good choice to serve their customers in the United States, the rest of Latin America and Europe.

French investment arriving in the State of Chihuahua
A new French company in the aerospace sector, with. a US$20 million investment is coming to the State of Chihuahua, announced the Minister of Industrial Development, Alejandro Cano Ricaud. In a press conference he also said it was sure that upon closing September the goal set by this Administration to create 100 thousand new jobs in the State will be reached in advance. Mr. Cano informed that upon closing August around 94 thousand 120 new jobs has been gained, and only 5 thousand 880 more were required to reach the goal set by Governor Jose Reyes Baeza for his Administration.

Lala building plant in Coahuila
Grupo Lala will build a new plant in Torreon, Coahuila, where they will generate 600 jobs. and will invest US$100 million, Eduardo Tricio, the Company's President, informed. The new industrial complex will process dairy products and the first stage will be ready by the end of next year, while the whole complex will be completed in 4 years more.

Bombardier "lands" in Chihuahua
Bombardier decided to "land" an ambitious project to assemble all terrain. vehicles in Chihuahua, with a US$30 million investment and 400 jobs. The Minister of Industrial Development, Alejandro Cano Ricaud, informed that Bombardier decided to install its "Quads" (ATVs) assembly plant in Chihuahua, specifically in Ciudad Juarez, which will be the first assembler of this kind in the State.

ProMéxico used to cover failures
It does not have its own budget or staff, but ProMexico is already very busy in the international field working on tasks Bancomext was unable to complete. Industrial activity recovers in July
In July industrial activity grew 2,4% when compared to even month last year, being. the largest for a month in 2007, INEGI, the Mexican Statistics Agency, informed. The four sectors included in the indicator showed advances, INEGI informed in a press release. INEGI stressed the 2.8% growth by manufacturing industry in the above-mentioned period as a consequence of a larger activity in the automotive industry, which is the strongest for a single month since last November.

| Federal Executive Branch provided comments to the Law for the Promotion and Development of Biofuels |

On June 8, 2007 the Mexican Congress sent to the President a Law for the Promotion and Development of Biofuels.
The new Law has several objectives, the most relevant of which are:
1. The promotion and development of bio-fuels, in order to maintain energy security and diversity.
2. The preservation of the environment as a main component of sustainable development and,
3. Supporting the agricultural sector with the introduction of new productive activities.
On September 1, 2007 President Felipe Calderón decided to return this law with several comments to the Mexican Congress:
President Calderon's observations are intended to expand the debate and analysis on topics such as other sources of energy derived from biomass not mentioned in the Law, food self sufficiency and the participation in the carbon markets.
The President mentioned that this law should be modified in order to seek a greater synergy between the agricultural and energy economies and not only as a tool to promote the development of the Mexican rural sector.
Furthermore, he considered that this Decree would confer additional powers to the Agriculture, Cattle, Rural Development, Fisheries and Sustainable Ministry that are reserved under the internal organization of the Executive Branch to the Ministry of Energy and to the Ministry of the Environment and Natural Resources.
It is possible that the decision of the President will provide an additional impulse to the legislative process for the analysis of other pending initiatives on renewable energy.
