Foreign Direct Investment in Mexico up 52.3%
Foreign Direct Investment received by Mexico in the first half of. this year grew 52.3% when compared to even term last year, amounting to US$13.244 billion, informed the Vice-ministry of Rules, Foreign Investment and International Commercial Practices in the Ministry of the Economy. Vice-minister Carlos Arce Macias explained that this is the second highest semester in the history of FDI, and they are therefore expecting that the forecasted US$18.3 billion will be exceeded, to reach US$23 billion.

Goodrich will establish in Mexicali
The American Company Goodrich will establish a plant in Mexicali, BC to. manufacture airplane parts for Boeing and Airbus. The initial investment will be around US$100 million and will be one of the most important projects of aeronautics industry in Mexico. Goodrich is one of the largest producers of components, systems and services for the commercial airplanes market in the world.

GM cuts down SUV's production in Mexico and USA
General Motors Corp cut down production of six plants in. the United States, Mexico and Canada, where they manufacture vans and SUVs, a spokesperson said today. The spokesperson of the largest American automobiles assembler said the decision was based on the weakness of the real estate market, high gasoline prices and hard competition, which have reduced their sales.

Swiss firm will invest US$50 million in NL
With an investment of US$50 million, the Swiss company Barry Callebaut., world leader in cacao production and sales, will open a plant in Nuevo Leon to supply Hershey, the chocolate manufacturer, announced Alejandro Paez Aragon, the State Minister of Economic Development. This Company will employ close to 100 workers and will start operating in April 2008. Barry Callebaut will supply raw materials to Hershey, specifically chocolate paste, in a strategic alliance between both companies; construction of the plant has already been started in Escobedo Municipality.

Greenheck Fan Corporation to Open Saltillo
The Greenheck Fan Corporation has announced plans to establish a manufacturing. facility in Saltillo, Coahuila, Mexico to produce ventilation equipment to serve the heating and cooling industry market. The company has contracted with The Offshore Group for 34, 822 square feet of industrial space in the La Angostura Industrial Park.

Investments in Mexico will grow if CETU is applied: Amcham
The General Director of the American Chamber of Commerce.(Amcham) explained that with the fiscal reform that considers applying a Flat Rate Tax (CETU), state governments would collect more money from other taxes, even though all states should do it. While participating in the Forum on Fiscal Reform held in Universidad Iberoamericana, he reminded that Mexico must increase taxes collection because currently it is only above Haiti on this item.

Nissan expands market in Europe for Mexican production
The automobiles manufacturer Nissan announced. they will foster sales in Europe of their Tiida model, a vehicle which is manufactured in the Company's plants located in Cuernavaca and Aguascalientes. This model, which will start being sold early in 2008 in four and five doors versions with gasoline and diesel engines, will now be seen in German, Spaniard, Swiss, Austrian and Portuguese markets.

Bombardier expecting to increase their labor force in Queretaro
Bombardier Aerospace employs. 700 people in their plant in the State of Queretaro, where they are now producing electric harnesses, cables and airplane fuselages, and by the end of this year they estimate their labor force will be increased to 850 and by the end of 2008 they are expecting to have 1 thousand 200 people working there. The expected growth in jobs generation is due to an operations expansion to be gradually made and which will be more firm after they start working in their new facilities inside Queretaro International Airport next October.

Importance of Environmental Planning Systems

Organization and management systems must consider environmental administration and planning in those companies that want to develop efficient and safe procedures by implementing policies aimed to pursue environmental quality; not only to observe environment-related laws but also to act in a responsible manner, as well as avoiding any problems that could lead to loosing not only time but also management and financial resources.
These systems require a periodical evaluation of impacts caused on environment. The evaluation must take into consideration the programs aimed to prevent and control contamination and also make sure environment-related rules are being observed. This strategy is essential for the observance of law, but its main purposes is preventing legal problems; this is achieved when a preventive Internal Environmental Audit strategy is implemented, which is one of the requirements included in the Mexican Ecological Balance and Environment Protection Act, LGEEPA (Ley General de Equilibrio Ecológico y Protección al Ambiente), through the amendments made in 1996.
The Environmental Audit concept is grounded on article 38 bis of LGEEPA, which defines it as a methodological analysis of operations regarding contamination and risks generated. It is also a way to establish the degree of observance of environment-related rules, international standards and applicable good operations and engineering practices, in order to be able to define which are the preventive and corrective measures required to protect environment. In a few words, the Environmental Audit will determine to what degree is a given activity affecting the environment, if environment-related rules are being observed and the preventive and corrective measures that must be adopted.
Environmental Audit scope
The Environmental Audit is made per the applicable rulings and reference terms established by the Mexican Ministry of the Environment and Natural Resources, SEMARNAT (Secretaría del Medio Ambiente y Recursos Naturales).
Audits must cover the following areas:
- Water
- Air
- Soil and subsoil
- Dangerous residues
- Solid and non-dangerous residues
- Noise
- Energy
- Natural resources
- Environmental risk
- Civil and electric works
- Environment quality
- Industrial safety and hygiene
- Residual water discharge
- Prevention plans and programs
- Impacts evaluation
- Risks evaluation
- Environment-related remedial programs
- Any other issue related to adverse effects on environment, such as natural resources
The environmental audit goes far beyond analyzing the company's production processes and determining if environment-related rules are being observed; it is also aimed to pinpoint those areas in the production unit that allow for improvement in any field within the company being audited.
Advantages
The main advantage of making this kind of methodological analysis is a concrete and clear knowledge of the company's situation regarding environment-related rules, mostly avoiding administration sanctions imposed by government agencies, anticipating to any action by authorities regarding environment.
These are environment management systems that generate direct benefits on the Industry's quality systems.
Environmental audit stages
Environmental Audits are divided into four stages:
1.- Planning
- Decision by the company to make an audit.
- Choosing the auditing company.
- Preparing the audit plan.
- Independent verification (supervisor) by a third party that verifies the auditors' job.
2.- Performance.
- Initial meeting.
- Performing the audit.
- Final meeting.
3.- Report.
- Executive summary.
- Audit report.
- Attachments.
4.- Follow-up
For each and all of the deficiencies found an action plan is prepared to follow-up on the audit.
The audit's report must include an executive summary of the results obtained while making the audit, including at least a general description of the company's situation regarding its operation and the effects on environment and natural resources
