A Mexican's Point of View
Council on Competitiveness |
 |
By Samuel Peña Guzman
Foreign Investment Coordinator of Nuevo Leon
|
Almost a year ago, during a trip made to Washington, D.C. we held a very interesting meeting with the US Council on Competitiveness, thanks to the recommendation of my good friend Raul Urteaga, at presents Minister of Economy in the Mexican Embassy in Japan. Said meeting originated Monterrey's inclusion in a study on Life Sciences in Mexico.
Council on Competitiveness is a non-profit organization, which purpose is working with university deans, corporate officers and business leaders to foster competitiveness, innovation, safety, globalization, economic and labor development, as well as benchmarking US economic performance as compared to other countries (www.compete.org).
This Council, together with a renowned pharmaceutical company and a consulting firm, launched Life Sciences initiative in Mexico, in order to promote the sector's development and facilitate alliances among institutions in both countries.
I think it is always interesting to make an analysis from a different perspective (outside the box) about the sector, mainly when it is made by experts on the subject, because said studies may give rise to different policies that could be implemented; especially when the purpose is improving health, as well as fostering medical and research infrastructure to benefit our communities.
Nuevo Leon's economy - similar to that in other states in north Mexico - is advancing, one step at a time, from a manufacturing-based economy to a knowledge-based economy; and therefore, innovation, competitiveness and education are amongst the main elements for a public policy based on knowledge, after all, this will translate not only in an increase in jobs, but also in higher quality jobs.
It is no secret that Mexico, facing world-wide competition on labor costs, has stopped being competitive which is forcing our economy to give added value to Mexican products. Also, advancement in health-care technologies and access to these services continuously grows at a rate similar to that of demographic growth.
Taking this into consideration, I agree with the Council on Competitiveness when they assure that development of Life Sciences has become not only more global each time, but has also led to the creation of larger links with the sector's institutions and companies all over the world.
Unfortunately, efforts in Mexico have concentrated in the most highly populated zones, mainly Mexico City. However, it was quite interesting observing some areas, especially in Monterrey, where a larger impulse is required, such as trade and industrialization in the medical sector.
In the research made by the Council, analyzing the job done in this area by outstanding research institutions and hospitals in Monterrey was very interesting. Also, in spite of the fact that internal councils have been created in both the public and private sectors; for example, "Consejo de Servicios Médicos Especializados", where the medical community actively participates together with academic institutions and government agencies, Nuevo Leon is still behind in this sector, mainly in trading and industrialization, because there are few companies in this sector which headquarters are in the region.
The Council left it clear that Mexican companies face abroad some bellow-standard quality perception. Policies and rulings must be established in Mexico that agree with international policies to help increase not only competitiveness, but also innovation and industrialization in health sector.
To conclude, observing the evaluations regarding the domestic environment in health-care sector was interesting. But what was especially interesting to me was the analysis made on the regional capacity of Life Sciences sector. This is a call for action because we have the elements required for a better development of this sector, but to achieve this, the proper "prescription" must be filled.
