The "Shelter" program allows to the foreign manufacturers, a rapid access to the
advantages of operating under a Maquiladora scheme without loosing control over the
manufacturing processes, without performing costly investments and without having legal
presence in the country.The Shelter plan is used in Mexico by important transnational companies
such as Philips, Siemens, Sumitomo and ATT, as well as small and medium producers from the
US, Japan and Europe.
A Shelter operates with a contractual
relationship between the foreign manufacturer and the Shelter operator, by which, the
operator is obligated to have a Mexican company with a maquiladora program and to supply
industrial space, direct labor operators, technicians and engineers, as well as
administrative personnel to perform the activities from a maquiladora such as: customs,
accounting, environmental, human resources and maintenance among others.
The customer
concentrates in manufacturing and the Shelter operator in the daily operation,
administration and legal issues of the plant. |
